009 წლიდან ინკლუზიური განათლება საქართველოს განათლების სისტემის ერთ-ერთ პრიორიტეტულ მიმართულებად იქცა.
საჯარო სკოლებში დაიწყო ინკლუზიური განათლების დანერგვა და შეზღუდული შესაძლებლობებისა (შშმ) და სპეციალური საგანმანათლებლო საჭიროების მქონე (სსსმ) მოსწავლეთა ეტაპობრივი ჩართვა სასწავლო პროცესში.

ince 2009,
inclusive education has been a priority direction in educational system of Georgia.
The process of integration of inclusive education (IE) and gradual involvement of students with disabilities and Special Educational Needs (SEN) in the educational process in public schools has already begun.

მერეთის რეგიონის 12 მუნიციპალიტეტის 400 სკოლიდან ინკლუზიურ განათლებაში დღეისათვის ჩართულია 100-მდე სკოლა და 800-ზე მეტი საგანმანათლებლო საჭიროების მქონე მოსწავლე.
100 out of 400 schools and more than 800 pupils with SEN in 12 municipalities in Imereti are involved in inclusive education.

ნკლუზიურ განათლებასთან მიმართებაში,
საქართველოს მეცნიერებისა და განათლების სამინისტრომ საჯარო სკოლებში შექმნა სპეციალური პედაგოგის საშტატო ერთეული.
თუ სკოლაში ირიცხება 1 სსსმ მოსწავლე მაინც,
სკოლას ეძლევა უფლება ჰყავდეს 1 სპეციალური მასწავლებლი,
ხოლო თუ სსსმ მოსწავლეთა რაოდენობა 6-ზე მეტია 2 სპეციალური მასწავლებელი.
ასე,
რომ ყოველ მე-7 სსსმ მოსწავლეზე სკოლას ემატება სპეციალური მასწავლებლის ან ფსიქოლოგის 1 საშტატო ერთეული,
სკოლის საჭიროებებიდან გამომდინარე.
In regards to inclusive education,
the Ministry of Education and Science of Georgia created and established a post for a special education teacher in public schools.
If there is at least one pupil with SEN,
the school can employ one special education teacher,
if the number of pupils with SEN exceeds six,
there must be two teachers.
So,
for every seventh SEN pupil,
a school adds one established post of a special education teacher or a psychologist,
according to the needs.

ვინაიდან საქართველოში სპეციალური მასწავლებლის მოსამზადებელი საგანმანათლებლო პროგრამები ჯერ-ჯერობით არ არსებობს,
აღნიშნულ ვაკანსიებზე ინიშნებიან პირები,
რომელთაც მინიმალური გამოცდილება მაინც აქვთ სსსმ ან შშმ მოსწავლეებთან მუშაობის.
ეს რა თქმა უნდა არასაკმარისი პირობაა,

Therefore,
we can say that there has been an increase in the demand for special education teachers.
As there are no educational programs for special education teachers in Georgia,
the posts are usually held by those who have at least minimum experience of work with disabled pupils or pupils with SEN.
This is certainly not enough to provide high quality teaching.

მრავალ პრობლემას აწყდება.

Families with more than one disabled children face a lot of problems.
The birth of a child with a disability is the beginning of a difficult,
long process of perceiving and adapting to the situation for both children and their parents.
Parents’ feelings towards the fact are conventionally divided into several stages:
shock,
rejection,
guilt and anger,
shame,
depression,
acceptance.

We think now there is a necessity to create special BA and MA programmes at University which will provide public schools and pre-school institutions with qualified special education teachers.

In this regard,
we believe that Akaki Tsereteli State University (ATSU) is one of the few universities in Western Georgia which possesses all the potential to prepare and implement the programmes.
The department of Pedagogics of ATSU has academic staff who have attended relevant trainings focusing on inclusive education.
They have some practical experience and actively cooperate with the Ministry of Education and Science of Georgia to work out action plans and standards which concern the establishment and development of inclusive education.
Among the staff of the Department there is a member of multidisciplinary team of Ministry of Education and Science,
who is involved in the process of identifying the pupils’ needs and training teachers.

At the Faculty of Pedagogics of ATSU a 5-credit undergraduate course on ‘Inclusive Education’ has been in effect since 2010.
The course provides teaching practice at public schools where inclusive education is supported.

კაკი წერეთლის სახელმწიფო უნივერსიტეტი ინკლუზიური განათლების კუთხით აქტიურადაა ჩართული სხვადასხვა განმავითარებელ და ცნობიერების ასამაღლებელ აქტივობებში,
რაც ხელს უწყობს ინკლუზიური განათლების განვითარებას დასავლეთ საქართველოში.

The University participates regularly in the activities that help develop and raise awareness contributing to the development of inclusive education in Western Georgia.
Namely:
• უნივერსიტეტის ყველა კორპუსის შესასვლელი შეძლებისდაგვარად აღჭურვილია პანდუსებით;
• All entries to the University are well equipped with wheelchair ramps;
• უნივერსიტეტში სწავლობს 13 შეზღუდული შესაძლებლობების მქონე სტუდენტი, აქედან 1 არის ეტლით მოსარგებლე;
• 13 disabled students study at University. One of them uses a wheelchair;
• 2010 და 2011 წლებში სამინისტროს დაფინანსებით აკაკი წერეთლის სახელმწიფო უნივერსიტეტში განხორციელდა საზაფხულო სკოლის ფარგლებში ინკლუზიური განათლების 6 კრედიტიანი პროგრამა. პროგრამის ფარგლებში გადამზადდა იმერეთის რეგიონის 70 მასწავლებელი;
• In 2010–2011 the Ministry of Education allocated funds to finance summer school at Akaki Tsereteli State University and a 6-credit course on ‘Inclusive Education’ was designed. 70 teachers from the Imereti Region were trained within the framework of the programme;
• საუნივერსიტეტო უწყვეტი განათლების ცენტრში შეიქმნა ტრენინგ-მოდულები „ინკლუზიური განათლების პრინციპებსა“ და „რთული ქცევის მართვაში“, რომლის ფარგლებშიც გადამზადდა 300-მდე მსმენელი;
• The University Centre for Continuing Education developed Training modules on principles of inclusive education and managing difficult behaviour'. 300 participants have already been trained within the retraining modules;
• ყოველწლიურად უნივერსიტეტი აღნიშნავს 3 დეკემბერს - შშმ პირთა საერთაშორისო დღეს, 21 მარტს - დაუნის სინდრომის საერთაშორისო დღესა და 2 აპრილს - აუტიზმის საერთაშორისო დღეს. ტარდება სხვადასხვა აქტივობები: დისკუსიები შშმ პირთა ჩართულობით, შემოქმედებითი საღამოები, შშმ პირთა ნამუშევრების გამოფენა-გაყიდვები, სპორტული აქტივობები შშმ პირთა და სტუდნტთა ჩართულობით და ა.შ.
• The University annually celebrates International Day of People with Disabilities on 3 December, World Down Syndrome Day - on 21 March, World Autism Awareness Day - on 2 April. Various activities such as discussions, creative events, sporting activities, exhibitions and sale of works by disabled students are held with active participation of people with disabilities and other university students.

We believe that what we have achieved just a drop in the ocean.
Our main focus is to provide people with special needs with quality education.
Sustainable development of quality education for the people with special needs is of equal concern for every country in the world,
and it cannot be achieved in isolation.
It requires the formation of common educational strategies as well as new economic and social policies.
aკაკი წერეთლის სახელმწიფო უნივერსიტეტის უახლოესი სამომავლო გეგმები სპეციალური მასწავლებლის საბაკალავრო და სამაგისტრო პროგრამის შექმნას უკავშირდება,

ATSU prioritizes a new initiative with respect to creating special Bachelor and Master degree programmes for teachers over the coming years.
Therefore,
sharing the experience with European Universities,
staff training and providing proper equipment is of great significance.

In this regard,
we believe that the agreement of collaboration between Akaki Tsereteli State University and the University of South Wales signed on the initiative of Dame Rosemary Butler and Madonna Megrelishvili 25 years ago is vitally important.
iნგლისური ფილოლოგიის დეპარტამენტი ინგლისური ენის სწავლების უახლესი მეთოდების დანერგვისა და გამოცდილების გაზიარების მიზნით არა მარტო იწვევდა ნიუპორტის უნივერსიტეტის სპეციალისტებს,
არამედ თავის ლექტორ–მასწავლებლებსაც აგზავნიდა კვალიფიკაციის ასამაღლებლად.
ინგლისური ფილოლოგიის დეპარტამენტის მიზანი იყო დაენერგა და განევითარებინა სწავლა–აღზრდის ევროპული მოდელი,
რაც ინგლისურ ენაში მოდულური სისტემის შემოღებით იქნა მიღწეული.
სწავლების ამ ფორმის შემოტანამ უნივერსიტეტში სტუდენტებს საშუალება მისცა მაქსიმალური ეფექტურობით გამოიყენონ უნივერსიტეტში გატარებული ყოველი წელი,

Over the years the English Philology Department has invited professors from their partner University of South Wales to introduce the latest methods of teaching English and share experiences of foreign colleagues,
sent its lecturers and teachers to Newport for professional development and advanced training.
The goal of the English Philology Department was to implement and develop the European model of education that was achieved by introducing the module system in teaching the English language.
The introduction of this form of teaching at the University has enabled students to efficiently use their time to choose certain modules and plan their own individual training programme according to their level,
demands, and needs.

საინტერესო თანამშრომლობას ჩაეყარა საფუძველი პედაგოგიური ფაკულტეტის (დეკანი ასოც. პროფ. ვ. ადეიშვილი) პედაგოგიკის დეპარტამენტთან (დეპარტამენტის ხელმძღვანელი ასოც. პროფ. მ. ახვლედიანი),

This year was no exception.
On the initiative of Professor Madonna Megrelishvili and Honorary Professor Caroline McLachlan (the University of South Wales) the foundation of an interesting cooperation concerning the education issues for people with special needs was laid with the Department of Pedagogy (Head of the Department Associate Professor Maia Akhvlediani) at the Faculty of Pedagogy (Dean Associate Professor Vladimer Adeishvili).
2016 წლის 11 აპრილს ინგლისური ფილოლოგიის დეპარტამენტის (დეპარტამენტის ხელმძღვანელი ასოც.პროფ. ნ. ნიჟარაძე) მოწვევით აკაკი წერეთლის სახელმწიფო უნივერსიტეტში სტუმრად იმყოფებოდნენ ნიუპორტის უნივერსიტეტის პროფესორები:

On April 11,

at the invitation of the English Philology Department (Head of the Department Associate Professor Nino Nijaradze) ATSU hosted two honourary professors from Newport:
Judith Mulcahy and Caroline McLachlan.
pროფესორები ჯუდით მალკაი და კეროლაინ მაკლეჰენი შეხვდნენ უნივერსიტეტის რექტორს პროფ. გიორგი ღავთაძეს და უნივერსიტეტის ხარისხის უზრუნველყოფის სამსახურის ხელმძღვანელს ასოც. პროფ. ირმა გრძელიძეს.
პროფ. გიორგი ღავთაძე სტუმრებს ესაუბრა უნივერსიტეტში არსებულ პროგრამებზე და იმ გამოწვევებზე,
რომელიც დგას უნივერსიტეტის წინაშე სპეციალური საჭიროების მქონე პირთა განათლების საკითხებთან დაკავშირებით.
გამოითქვა კვლავ და კვლავ სამხრეთ უელსის უნივერსიტეტთან თანამშრომლობის სურვილი და იმედი იმისა,

Professors Mulcahy and McLachlan had a meeting with the Rector,
Prof. Giorgi Gavtadze,
and the head of Quality Assurance Service,
Associate Professor Irma Grdzelidze.
Professor Gavtadze spoke with guests about the University programmes and the challenges the University faces concerning the education issues for people with special needs.
Once more,
the willingness to cooperate with the University of South Wales was emphasized.
The Rector also expressed the hope that today's generation of students and professors will see the necessity of a qualitatively new approach to the education issues of people with special needs and their efforts to move the University distinguished by its traditions,
to a new stage will be impressive and effective.

Professor Mulcahy (Academic Subject Manager, Faculty of Life Sciences and Education, the University of South Wales) met the students and academic staff of the Faculty of Pedagogy,
and the teachers of regional public schools who work on education issues for people with special needs.

მსმენელებს გააცნო უელსის განათლების სისტემის საუკეთესო მოდელი ინკლუზიური განათლების კუთხით.

სოციალური მოდელი,
პერსონალური მოდელი და სამედიცინო მოდელი.
ისაუბრა რას ნიშნავს „სწავლისადმი კეთილგანწყობილი გარემო“.
აღნიშნა,
რომ ყველა სპეციალური საჭიროების მქონე ბავშვმა უსაფრთხო და კეთილგანწყობილ გარემოში უნდა მიიღოს მაქსიმალური კარგი განათლება,
საკლასო სისტემა უნდა იყოს მისაღები და უნდა მოვახერხოთ სასწავლო პროცესში ბავშვის ჩართულობის გაუმჯობესება.
პრაქტიკულად აჩვენა „სწავლისადმი კეთილგანწყობილი გარემოს“ შექმნის ტექნოლოგია.
Professor Mulcahy conducted a masterclass on "Inclusive Education."
She introduced the audience to the best practice of inclusive education system of Wales.
In particular:
a social model,
a personal model,
and a medical model.
She talked about the meaning of "a friendly learning environment."
She noted that all children with special needs should get a good education in a safe and friendly environment,
a classroom system should be acceptable,
and we should manage to increase the level of children's involvement in the learning process.
She demonstrated techniques for creating "a friendly learning environment".
pროფესორ-მასწავლებელთა განსაკუთრებული ინტერესი გამოიწვია პროფ.
ჯუდით მალკაის პირადი გამოცდილების გაზიარებამ რთული ქცევის მქონე ბავშვთა მართვის საკითხებთან დაკავშირებით.
მან სემინარის მონაწილეებს გააცნო,
პირადი გამოცდილებიდან გამომდინარე,
პრაქტიკული და მეთოდური მასალები,

იგი თერაპიულ გავლენას ახდენს მასზე და აადვილებს სწავლების პროცესს.

ხოლო კარგ განათლებას მოაქვს თერაპიული შედეგები და ხელს უწყობს რეაბილიტაციას.
აღნიშნული თერაპიების ჩატარების ტექნოლოგია იყო ის მნიშვნელოვანი სიახლე,
რომლის დანერგვა შესაძლებელია და უცილებლობას წარმოადგენს ჩვენს სკოლებში სპეციალური საჭიროებების მქონე და რთული ქცევის მქონე ბავშვებთან მუშაობის მიმართებით.
Professors and teachers showed their particular interest towards the personal experience shared by Professor Mulcahy about the issues of how to deal with difficult child behaviours.
Based on her personal experience,
she introduced practical and methodical materials on how to deal with children with special needs and the ones with behavioral problems using music therapy,
art therapy (drawing),
and therapeutic intervention.
Rehabilitation implies restoring lost functions or compensating for them.
It has a therapeutic effect and simplifies the teaching process.
Good therapy improves the process of teaching and rehabilitation,
while a good education brings therapeutic results and promotes rehabilitation.
The above mentioned technology of therapeutic studies was an important innovation,
which can be introduced in schools for children with special education needs and challenging behaviour.
mასტერკლასის მსვლელობის პროცესში გაიმართა საინტერესო დიალოგი სპეცმასწავლებლებსა და პროფესორ ჯუდით მალკაის შორის.
დიალოგის პროცესში განვითარდა აზრი,
რომ საქართველოში ინკლუზიური განათლებისადმი დამოკიდებულება განსხვავებულია განათლების სფეროში მომუშავე პროფესიონალებს შორისაც.
რაც აიხსნება იმ მოძველებული სტერეოტიპებით,
რომელიც სპეციალური საჭიროების მქონე ბავშვების განათლების ერთადერთ საშუალებად სპეციალურ სასწავლებლებს აღიარებდა.
პროფესორმა ჯუდით მალკაიმ წამოაყენა ასეთი დებულება,
რომ ინკლუზიური განათლების წარმატებით განხორციელება გარკვეულწილად დამოკიდებულია მასწავლებლების აქტივობასა და ქმედებაზე, ანუ იმაზე,
თუ რამდენად შეძლებენ ისინი მოემზადონ თავად და მოამზადონ კლასი სპეციალური საჭიროების მქონე ბავშვების მისაღებად.

The master class given by professor Judith Mulcahy was followed by an interesting discussion involving special education teachers.
Outdated stereotypes that children with special educational needs should be taught at special educational institutions lead to different attitudes towards an inclusive education in Georgia.
Professor Judith Mulcahy pointed out that successful implementation of inclusive education to a certain extent depends on teachers’ activities and actions,
in other words,
how well-prepared they will be to provide the level of maintenance and give the maximum assistance to the children with special education needs.
There should be a common set of expectations across the school that are known to everyone and a further commitment to supporting those learners who have difficulty meeting those expectations.

რომ ამ კუთხით საჭიროა უცხოელი სპეციალისტების მიერ პროფესიული დახმარების გაწევა და თხოვეს ქალბატონ ჯუდით მალკაის ჩაეტარებინა ტრენინგები.

Judith Mulcahy paid a working visit to Akaki Tsereteli State University on 11-13 April.
They met the Rector of the university Professor Giorgi Gavtadze and discussed the future collaboration within the memorandum between the two Universities.

Professor Judith Mulcahy conducted a three-hour session “Inclusive Education and Safeguarding” to the academic staff of the Faculty of Pedagogics at ATSU,
to University MA students and to public school teachers who work in the field.
Mrs. Judith is a mother of 6 adopted children herself.
She shared both her theoretical knowledge and her personal experience in Kutaisi and added that she learned much more from her own children than from the books.

The organization provides different services for children of special needs.
The guests spent the whole day in the organization observing the working process to correctly set the priorities for the future co-operation.

During their stay in Kutaisi Caroline McLachlan and Judith Mulcahy visited the children’s village.
They were impressed by what they saw - the cosy houses for children,
devoted personnel and the excited children.

they outlined future collaboration including sharing the experience and trainings for the local staff.
The guests left small presents for the children and promised to collect some more necessary things and to visit them again in June.
